The current system of ‘catch and release’ isn’t working. That, from the President and CEO of the RCMP officer’s union, the National Police Federation, which is advocating for bail reform.
Brian Sauve says the federal government’s legislation introduced this spring about bail reform will make bail tougher for some violent offenders facing new charges, but it is only a first step. He urges provincial and territorial governments to look at their own systems to look for improvements. Canada’s justice system is governed by federal legislation but administered by the provinces and territories.
Sauve notes that it’s frustrating for officers to respond to calls and arrest the same individuals repeatedly as repeat offenders get out on bail while awaiting trial. He bellieves it’s not safe for the public or for police officers. Among the recommendations from the NPF are bail reform that includes an improved national data system to identify where reforms are needed, and teams of police and prosecutors working together.
