Two Public Disclosure-Public Safety Alerts have been issued, one by the RCMP and one by Regina Police Service.

In both instances the alerts are for Regina and both police agencies stress that the alerts are to allow the public to take precautions not to embark on vigilantism.

Regina Police say Louis Ted Mercredi resides in a supervised home in the Heritage neighbourhood in Regina.  The 42-year-old has a criminal history which includes violent sexual offences and has a history of reoffending. While he completed programming while in jail officials say he did not make progress in reducing his high risk to re-offend violently.

At prior sentencing he was designated as a Dangerous Offender and was given a Long-Term Supervision order for ten years. His special conditions include staying away from drugs and alcohol.  Having served his sentence in its entirety he is scheduled for release from prison March 18th.

Saskatchewan RCMP say Jared Charles plans to reside in Regina. The 27-year-old has a criminal history which includes violent sexual offences and kidnapping involving children.

Officials say he completed programming to address risk. However, Jared Charles has indicated that he is unable or unwilling to abide by conditions and that he is at a high risk to reoffend sexually.

Conditions he must abide by also include staying away from alcohol or drugs in addition to having no contact with anyone under age 16 unless with approved supervision nor can he go to a public park, swimming area, school ground, playground, daycare centre, nor possess any weapon.

Jared Charles is described as approximately 6’ tall and 183 lbs. He has black hair and brown eyes. Louis Mercredi is 5’ 9” tall, weighing about 220 pounds, with heavy build. Mercredi has brown eyes and short black hair.
